Matt Curtis

Matt is a former Deputy to the last two Austin mayors and he has extensive experience in municipal government and local politics, working on a broad variety of initiatives and best practices in a rapidly changing city. He is a trained facilitator with 15 years of expertise in helping connect potentially conflicting interests to create effective policy.

His team at Smart City Policy Group includes former Austin mayor Lee Leffingwell, former Pleasanton mayor Jennifer Hosterman, former tourism industry leader and travel association president Bob Lander, former Economic Development Association board member Kevin Johns, former City Manager Jeff Coffee and several other former policy makers and thought leaders with extensive backgrounds in local governments.

Together they have worked on Vacation Rental, or Short-term Rental, regulatory and government advocacy issues for nearly ten years. Matt and his team have presented on Short-term Rental regulations around the world including; National Council of State Legislators, National Governors Association, European Parliament, Destinations International, US Travel – ESTO, US Conference of Mayors and many more government and travel industry associations.

Matt works daily with City Managers, Mayors and Destination Leaders on how to create fair and effective regulations that achieve compliance.

Jeff Coffee

Jeff Coffee served as City Councilmember and City Administrator in Buda, Texas, an immediate neighbor to Austin, and a small community experiencing extremely rapid growth.  Jeff adeptly navigated Buda through the financial, political and policy challenges of a community in transition.

During his service in Buda, the Elgin City Council recruited Jeff to serve as City Manager.  Elgin was a historically rural community experiencing the pressures of growth in Central Texas.  Under Jeff’s leadership, the City of Elgin rose to a position of regional prominence through proactively protecting the character of the community while planning and preparing for growth.  Elgin transitioned from an agriculture-based economy to a City vying to be the terminus of the Austin transit authority service area and a community experiencing successful economic growth and thoughtful land-use changes.

In addition to his political and public policy experience, Jeff holds a BA in Political Science from UCLA, a JD from the University of Houston, is licensed to practice law in Texas and manages a vacation rental property and event venue on his ancestral homestead.  His vacation rental industry and legal background coupled with his local government political, public policy and management experience makes Jeff uniquely situated to guide Smart City Policy Group clients through the ever-evolving regulatory landscape.

Andrew Bate

Andrew Bate is founder and CEO of Safely, the trust and safety company for the peer-to-peer economy. He is a travel and tourism industry leader on safety issues. Established in 2013, Safely makes vacation home rentals safe and secure through a rigorous guest verification program backed by comprehensive insurance coverage.

Amanda Martins

Amanda Martins is the Director of Customer Happiness at Safely, and has been with the company for a little over two years, leading new client onboarding and client initiatives. She is especially proud of her team’s efforts to successfully drive down annual churn to 3%, with a trending net revenue retention rate of 120%. Outside of Safely.com, you may catch a glimpse of Amanda playing a nurse on TV, prepping for her next art show, or on a date with her husband of 16 years.
